Biography

Jen is one of the founding members of Smith, Costello & Crawford Public Policy Group, LLC.
Over the past eleven years, Jen has worked on numerous issues important to clients, particularly
in the areas of energy and climate, financial services, transportation, technology and education.
She was an original drafter of the landmark Energy Diversity Act in 2016, which promoted energy diversity by encouraging the use of renewable energy sources and reducing energy consumption, including the first offshore wind power purchase mandate in the country. Jen is a skilled legislative drafter, researcher and writer.

Jen joined the firm in 2014 after working in public service since 2001. She spent nearly three years
on Capitol Hill as a Legislative Assistant to Congressman Nick J. Rahall, II, a Democrat from West Virginia. After completing law school, Jen worked for seven years in the Massachusetts State Legislature as General Counsel for several legislative committees, including the Telecom, Utilities
& Energy Committee, the Public Safety & Homeland Security Committee, and the Financial Services Committee. In these roles she oversaw the Committees’ work for all property, casualty, life and health insurance, and banking legislation; helped to craft the Green Communities Act which was
the most significant energy reform legislation passed in the last two decades on Beacon Hill; and focused on issues such as ATV safety, municipal police training policy and legislation creating a
new state 911 Department to encourage regionalization of response centers.

In 2020, Jen was named one of the “Top Women in Law” by Lawyers Weekly, and is Boston Chapter lead for New England Women in Energy and the Environment. She received a Bachelor of Arts from Bates College and a Juris Doctor from Suffolk University Law School. Jen also holds a Master’s of Science from the University of Massachusetts Boston where she focused on environmental science and policy. Jen is admitted to practice law in both Massachusetts and Maine. Jen is an active Bates College alum, serving as the President of the College Key, a former Alumni Association President,
a member of the Alumni Council, a Lead Class Agent, a Class of 2001 Reunion Gift Committee
Co-Chair, and a member of the Boston Bates Business Network Steering Committee.
