Biography

Carlo served as Chief Secretary to the Governor of Massachusetts, acting as a senior cabinet member and trusted adviser to Governor Charles D. Baker. In this role, Carlo oversaw more than 900 appointments to boards and commissions, as well as key administration and state leadership positions. Carlo directed the Governor’s Office of Legislative Affairs, coordinating the administration’s legislative and policy agenda across both legislative chambers and numerous secretariats and state agencies. Carlo was instrumental in securing the successful passage of major reforms, including energy, ride-sharing, municipal finance, and economic development legislation.

 

Previously, Carlo served four terms as a State Representative in the Massachusetts House of Representatives, representing East Boston. During his tenure, Carlo was a strong advocate for seniors and children and remained deeply engaged in the local community. Carlo’s civic involvement included active participation in the East Boston Chamber of Commerce, membership in the local Kiwanis Club, and board service with the Salesian Boys and Girls Club and the YMCA of East Boston.

 

As House Chairman of the Joint Committee on Veterans’ Affairs, Carlo co-authored and led passage of the VALOR Act, which provides critical support for wounded veterans requiring home modifications following their return from overseas service. Carlo also co-founded the annual Boston Wounded Vet Motorcycle Run, now a nationally recognized model for supporting wounded veterans.

 

Earlier in his career, Carlo served as Chief of Staff at the Massachusetts Registry of Motor Vehicles, where Carlo managed personnel, labor, and employment matters and served as the principal liaison to the Office of the Governor and other state agencies.
